Missions
- The mission is part of the context of support for Unified Patent Court (UPC) by the CTIE. The candidate will act as the deputy head of IT and will be responsible for the implementation and operation of IT solutions and systems to support the Court’s activities (Case Management System, Website, Finance, HR, Recruitment, Infrastructure, e-mail and collaborative solutions, etc.).
- The candidate will be responsible for the following non-exhaustive list of activities and duties:
- Participation in the definition and implementation of the IT policy and strategy;
- Coordination and management of IT teams and service providers providing IT solutions;
- Representation within various committees (Executive Committee, Administrative Committee, Budget committee) as well as with external stakeholders (European Patent Office, IP associations..);
- Definition and follow-up of the IT budget;
- Leading and management of the UPC IT systems implementations and operations;
- Leveraging technology to help the UPC achieve its goals;
- Management of IT experts in foreign divisions and activities;
- Carrying out a call for tenders in compliance with public procurement laws;
- Management of IT contracts;
- Analysis of requirements and design of appropriate IT solutions.
- This position, in the future, might be subject to advancement to the position of Head of IT and a transfer from the CTIE to the UPC if agreed between the parties.

Profil
Compétences techniques
- Strong communication (c-level) and diplomatic skills;
- Extensive experience in IT program management and project portfolio management;
- Competencies in designing functional and technical high level IT architecture;
- Reporting capabilities related to IT activities;
- Very good experience related to IT public tenders and proposal assessment;
- Fluency in English and French.
Compétences comportementales
- Strategic thinking;
- Leadership and management of cross-border teams;
- Ability to work well under pressure.
Atouts
- Knowledge of modelling tools (ARIS Business Designer) and project management methods (HERMES, Prince2, etc.);
- Fluency in Luxembourgish and German (any additional languages will be considered as an asset).

Diplômes
Vous êtes titulaire d’un grade ou diplôme délivré par un établissement d’enseignement supérieur reconnu par l’Etat du siège de l’établissement et sanctionnant l’accomplissement avec succès d’un master en informatique ou de son équivalent.
Langues
Vous répondez aux exigences des connaissances de 3 langues administratives pour le groupe d'indemnité A1. Une dispense de deux des trois langues administratives peut être accordée sous certaines conditions.
Nationalité
Vous êtes ressortissant d’un État membre de l’Union européenne.
