The Laboratoire national de santé (Luxembourg public institution) is recruiting a Quality Coordinator (40%) and Technical Coordinator (60%) (PhD) (m/f) for the Department Health Protection in a full time position (40h/week), with an open-end contract starting at the earliest convenience.
ABOUT THE LABORATOIRE NATIONAL DE SANTE
The LNS is a major player in Luxembourg’s healthcare sector, serving the country’s patients, doctors and hospitals. Under the supervision of the Ministry of Health and Social Security, the LNS is a multidisciplinary public institution organized around six medical departments, two of which are designated as national diagnostic centers for human genetics and pathology respectively.
The LNS employs around 400 highly qualified staff with diverse backgrounds. The main purpose of the LNS is to develop analytical activities and scientific expertise relating to the prevention, diagnosis and monitoring of human diseases; to act as a national control or reference laboratory; and to carry out forensic missions. The LNS also collaborates with the University of Luxembourg and other biomedical research institutions, both nationally and internationally, on research and teaching activities.
In particular, in the field of diagnostics, the LNS covers the following fields of application: medical biology, microbiology, forensic medicine, environmental medicine, morphological and molecular pathology, and clinical genetics, as well as sequencing for rare diseases, oncology and pathogens.
ABOUT THE SERVICE
The Department Health Protection supports public health and health care for problems caused or aggravated by the environment. We fulfill this mission through servicing including expert advice, education, and applied research. Our main stakeholders are the hospitals, the ministries and the services for occupational medicine in Luxembourg.
The Department Health Protection hosts two Services:
- The Service “Environmental Hygiene and Human Biological Monitoring (ENVIROH)” carries out laboratory analyses – chemical and microbiological – in dust, air and surface samples (ISO/IEC 17025 accreditation). In parallel, the Service analyses the concentrations of substances or their metabolites directly in human medical samples, for example blood, urine, hair. The Service measures not only human biomarkers of exposure, but is expanding its portfolio of human biomarkers of effect relevant in the pathways of disease development and progression.
- The Service “Medical Expertise and Data Intelligence (MEDI)” hosts the medical, epidemiological and toxicological expertise in environmental and occupational health/medicine. The Service supports the National Hospital Service for Environmental Medicine at the Hospital Center Emile Mayrisch (CHEM) and is in charge of the European science-policy programs and the epidemiological surveys in the general and working population in Luxembourg that include human biological monitoring and/or environmental/occupational exposure assessment. The Service carries out the field samplings for the surveys in the general and working population and for the patients.
At departmental level, a medical secretary and quality team support the Services and the department head. The Department of Health Protection holds ISO/IEC 17025 and ISO 15189 accreditation and is continuously striving for improvement to satisfy patients, clients, and stakeholders.
The Department Health Protection is now looking for a driving person who will combine the roles of Quality Coordinator (40%) and Technical Coordinator (60%)
Job description
You report directly to the department head.
As Quality Coordinator (40%), you will:
- Maintain and expand the accreditation of the Department Health Protection (ISO 17025, ISO 15189 and ISO 9001) ;
- Oversee all quality management activities within the department and ensuring proper implementation of the quality procedures and documentation ;
- Promote continuous improvement and quality awareness across the department ;
- Provide guidance, support, and quality-related expertise to team members ;
- Organize and coordinate internal and external audits ;
- Led the implementation of an electronic Quality Management System (such as M‑Files), including end‑to‑end digitalization of document control and non‑conformity workflows ;
- For this, you collaborate with the other colleagues of the quality team, i.e. one quality referent and one part-time quality coordinator ;
- Support the Services’ heads to further expand the technical accreditation scope ;
- Ensure a smooth interaction with LNS Central quality: you assist in monthly meetings, are in charge that the QMS of the department integrates the requirements of quality at central level, support the LNS Chief Quality Officer in tasks where input from the department is needed, and are engaged in cross-functional processes and act as a focal point for the department.
As Technical Coordinator (60%), you will:
- Identify opportunities for scientific networking in line with our servicing and be the ambassador for the department on this at national and international level ;
- Disseminate and valorise the work done by supporting the different team members in showing the impact of their work ;
- Support the elaboration and the implementation of strategic plans ;
- Support the laboratory (ENVIROH) in new analytical developments ;
- Support the laboratory (ENVIROH) in problem-solving and maintenance of analytical instruments in the laboratory ;
- Participate in several tasks and meetings in the framework of international science-policy programs (including PARC and EIRENE) ;
- Participate in and present your work at congresses and seminars ;
- Publish scientific peer-review papers.
- This list of tasks should not be considered exhaustive. Missions may vary depending on the specific needs of the Department and/or Services.
Technical Profile
- A PhD in chemistry with min 5 years of experience in human biomonitoring in relation to environmental / occupational monitoring ;
- Extensive experience in analytical chemistry with specialization in GC-MS; GC-MS/MS, LC-MS/MS, ICP-MS, etc. ;
- Knowledge of ISO/IEC 17025, ISO 15189 and/or ISO 9001 ;
- Proven track in managing a QMS in accredited medical- toxicological laboratories ;
- Proven track in peer-review international scientific publications in environmental / occupational / medical toxicology ;
- Proven track of writing and submission of scientific projects – success in attracting funding is considered an asset ;
- Proven track of networking and of obtaining results in major consortia at international level or in organisations with a mixed hierarchical and matrix organisational structure ;
- A perfect fluency in English (oral and written) and fluency in French (oral and written). In case you do not have the required level in French, you will be required to follow intensive courses and show results within one year ;
- Additional knowledge of German and/or Luxembourgish is considered as an asset.
