Sworn Surveyor-Expert – Real Estate Valuation (Ghent, Belgium)
A Belgian local public authority in Ghent (Gent), in the Flemish Region, regularly needs to value real estate, whether to dispose of properties or to acquire them in order to carry out various projects. As public funds are involved, every real estate transaction must take place at a market-conform price. In line with the applicable Flemish local-governance decree (Decreet Lokaal Bestuur) and its accompanying circular, these valuations must be carried out by a sworn surveyor-expert (landmeter-expert).
This assignment concerns the valuation of a defined portfolio of properties (community centres, a library, a presbytery, a former school, event/exhibition halls, etc.) in the context of their contribution to the capital of a subsidiary company.
Your Mission:
- Deliver high-quality, market-conform valuation reports within short turnaround times
- Determine the value of each property on the basis of predefined, objective rules (e.g. comparison points from the surrounding area), in accordance with the applicable provisions on valuations for local authorities
- For properties with development potential, agree the valuation methodology with the authority beforehand — in full independence and objectivity — where relevant combining several methods of your choice
- Base any assessment of development potential on the existing urban-planning instruments and on the relevant policy frameworks (spatial structure plans, spatial-efficiency policy, etc.), coordinating as needed with the Urban Planning department
- Where several methods are used, explicitly justify why a given method is applied or set aside for a given property, and how and why you reach your final conclusion
Valuation Principles:
- Every assumption, choice and parameter used in a valuation report must be explained and justified, independently and objectively
- Rental value is generally derived from the market (venal) value; for properties used for policy purposes (irrespective of their underlying zoning and market value), the valuation may be based on that policy-driven use
- For garden extensions (peripheral zones of an inner area sold to multiple adjoining owners), a single hourly rate is applied
Deliverables:
- Upload of all reports to a dedicated, secure SharePoint not accessible to third parties
- On request, a "light" GDPR-compliant version of each report, in which privacy-sensitive information about the property and its owner is redacted, suitable for sharing with a counterparty or inclusion in a sales file
What the authority provides:
- For its own properties: title deed, urban-planning extract, building plans, any available survey plans, EPC (if available), and support in obtaining information on the (un)authorised or authorisable status of structures
- For third-party properties: the urban-planning extract; obtaining any further useful documents is left to the surveyor's own judgement and initiative
Your Profile:
- Qualified and registered sworn surveyor-expert (landmeter-expert)
- Solid experience in real estate valuation, including properties with development potential
- Good knowledge of urban-planning rules and of the various valuation methodologies, with the ability to select and justify the appropriate approach
- Strong sense of independence, objectivity and rigour in documenting your conclusions
- Dutch (Nederlands) required, given that the reports, cadastral documentation and all coordination with the local administration are in Dutch; knowledge of French and/or English is an asset
- As a baseline, the surveyor is responsible for obtaining all documentation related to the assignment in order to produce a high-quality report in line with professional standards
Practical Information:
- Results-based service assignment, billed on an agreed hourly basis (Medior / Senior profiles), with an estimated number of hours for the portfolio
- The fee is all-in and covers administration, travel and insurance, documentation, meetings and additional study work, answering all questions on the reports and amending them, and delivery of related documents (including uploading to the SharePoint and the light version)
- No site visit is foreseen at this stage (site visits take place during execution); the location and configuration of the properties are set out in the attached location plans
