For one of our clients, a European Institution located in Luxembourg Kirchberg, Sofitex Talent is currently looking for a : Portfolio management and monitoring - Disbursement officer (M/F)
Job Description: The Disbursement Officer will be involved in the process of loan disbursements in the non-EU as well as equity disbursements and reflows to/from EU and non-EU counterparts. This primarily entails verifying that all contractual conditions to disbursements are fulfilled and properly documented to fix the disbursement and instructing payments, while ensuring the support to the client facing departments to achieve their yearly disbursement objective (COP) and 1st Line of Defence controls pertaining to disbursements.
The Disbursement Officer cooperates closely with Client Facing Officers in bank's Global (GLO) and Portfolio Monitoring and Management (PMM) Directorates as well as Operations (OPS) and colleagues in other Directorates: Finance Directorate (FI) front and back office, Legal Directorate (JU), the Project Directorate (PJ), Risk Management Directorate (RM) and has also contacts with external counterparts (borrowers, fund managers).
Reports to the Head of the Disbursement Unit - under the authority of the Head of Disbursement Division - working in a pool of Disbursement Analysts.
ACCOUNTABILITIES
The tasks and activities the temp is expected to work on are as follows:
- Manage the upcoming disbursements related activities within the team dedicated to a specific geographical/sectorial area and ensure overall quality of the processes (the scope of concerned lending operations will vary from equity products to investment funds, Project Finance and/or standard loan products).
- Perform checks of conditions precedent to disbursement, in advance of the payments being made by the Bank and prepare the complete checklist and respective evidences for subsequent validation by the Head of Unit or a delegate validator.
- Ensure completeness of checklist of conditions precedent to disbursement; ensure that CP fulfilment evidences are properly saved for audit trail.
- Input the list of conditions precedent to disbursement (CPs) in the Bank's IT system (NOW/Serapis) and/or prepare RaSA quote requests where relevant (for loan disbursements).
- Check the validity of contractual securities, liaise with monitoring or transaction officers on confirmation of ratings of the borrower and/or guarantor, financial covenants compliance etc.
- Interface with borrowers and/or intermediary institutions to ensure the receipt of mandatory information needed for disbursement purposes or otherwise required in the Finance Contract
- Provide other middle office support to PMM monitoring and transaction officers, such as prepare statistics, respond to data requests etc.
- Flag business issues to the Head of Unit or the Head of Division if and when they arise, in particular, any issues of increased operational risk and work out potential solutions.
PROFIL
QUALIFICATIONS
- University degree in relevant fields such as banking, finance, economics, accounting etc.
- At least 3 years of relevant experience, preferably in a loan back office, middle office, corporate finance or legal department.
- Very good knowledge of standard office tools such as Excel and Word.
- Very good knowledge of English. A good command of French or another EU language (in particular Spanish) would be an advantage.
- Knowledge of, or experience with, disbursement procedures and familiarity with legal documentation for lending would be an advantage.
- Knowledge of how the Bank operates and is organised, knowledge of the bank project cycle, would be an advantage.
